Westminster City Council and Kensington & Chelsea Council have arrangements to share Children’s, Adults and Public Health services. As part of this ‘Bi-Borough’ arrangement, we have the highest ambitions to deliver the very best for our children and young people. The Operations and Programmes Service, sitting within Children’s Services, works to help ensure that we excel in our work with children and their families.
Within this new Directorate sits the Business Intelligence and Strategy Team.
The Head of Business Intelligence and Strategy is looking to permanently recruit to an exciting Senior Business Intelligence manager post. This is a great opportunity for you to take a significant role in supporting two of the most diverse and densely populated boroughs in London, helping us in our work to provide every child and young person the opportunity to realise their potential.
In this role you will lead the Business Intelligence function within Bi-Borough Children’s Services. You will be responsible for ensuring the intelligence and performance function is high performing and at the centre of driving change, innovation and transformation providing an excellent service to internal and external customers. The role will lead on developing analytical solutions to complex problems for Children’s Services to support recommendations and decisions to improve outcomes for residents and communities, providing critical challenge and support where required.

We are looking for a flexible solution-orientated professional with expert understanding and knowledge of business intelligence and the national and local context of Children’s Services, including children’s social care, education and safeguarding
Your experience in local government and of children’s services will have given you a good grounding in working successfully in a business intelligence environment with an expert knowledge of statutory, policy and regulatory frameworks with regard to Children’s Services
You will be able to think creatively to come up with new ideas to provide solutions to complex problems and to work across different disciplines. You will have experience of coordinating performance management, intelligence and data quality arrangements and operations in a local government setting. You are capable and experienced in interpreting complex guidance and legislation and conveying information and intelligence in an easy and understandable format.
You have excellent interpersonal skills with the ability to establish positive working relationships with people at all levels including service users, internal and external colleagues and senior leaders.
You will be able to show that you take your own learning and development seriously to improve the work of the team and service. You receive feedback on your performance positively.
Role requirements include:
• Providing at pace high-quality intelligence, measuring and assessing performance and information, providing critical challenge and support to services and leading complex projects to creatively solve problems affecting the quality of outcomes.
• Providing a sustained stimulus for service improvement and accountability within Children’s Services.
• Leading on performance management for Children’s Services.
• Being responsible for quality-assuring performance management reports
• Providing high-quality insight, analysis and evidence
• Play a leading role in communicating and embedding the key messages arising from analytical work
• Working alongside senior offers and partners using extensive experience, creativity and innovation to deliver sustainable improvements to the quality of services.
• Providing a leadership role in relation to provision of data to external regulators including annual and periodic statutory returns and on an ad-hoc basis in the event of service inspection or intervention.
• Providing a visible and high-impact leadership role on a regional basis and across partners to ensure that evidence and data is joined up and shared to support better planning and decision making around priority outcomes.
We work in partnership with Hampshire County Council (HCC) who deliver many transactional services on our behalf. Although most communications will be from HCC, all selection and appointment decisions will be made by RBKC. Certain services are shared across more than one Council area to nearby neighbouring Authorities. This enhances delivery and reduces costs. Your recruitment information will advise if your remit extends beyond RBKC.
